Indian Coastal Guard

The Indian Coast Guard (ICG) is the fourth armed force of the Union of India. Its mission is the protection of India’s maritime interests and enforcement of maritime law with jurisdiction over the territorial waters of India, including contiguous zone & exclusive economic zone. The permanent Coast Guard was constituted as an armed force of the Union on 19 August 1978, under the Coast Guard Act – 1978, which came into force on that day. This Act specified the Coast Guard’s duties and functions:
  • Ensuring the safety and protection of artificial islands, offshore terminals, installations and other structures and devices in any maritime zone.
  • Taking such measures as are necessary to preserve and protect the maritime environment and to prevent and control marine pollution.

Pre-Event Planning
  • Appoint a security committee consisting of representatives from facility management, risk management, safety, support personnel.
  • Develop and implement a security and crowd control program, including procedures for handling incidents, other threats and evacuating the facility, and coordinate the plan with local law enforcement and emergency agencies.
  • Establish a central communication point for coordinating all safety and security activities during the event.

  • Provide security personnel, and adjust staffing needs according to the size of the projected crowd.

Revised Minimum Wages for Private Security Agency Employees

Assam government has revised the minimum wages payable to employees or workers employed under private security agencies, an official release said. According to a notification issued by the Labour Welfare Department, the state government, after consultation with the Minimum Wages Advisory Board, has revised the minimum wages of employees. The revised minimum wage of a Security Officer is Rs 18,700, Supervisor Rs 15,600, Gunman (armed) Rs 13,700 and Security Guard (unarmed) Rs 10,700.

Accommodation, Employers Contribution to EPF/ESI and any other social scheme is excluded from the minimum rates of wages. In addition to fixed rate of minimum wages, the employees shall be entitled to Variable Dearness Allowance (VDA) at the rate of 100 per cent over rise and fall of Index Point in the All India Consumer Price Index for Industrial Workers calculated with reference to the wages of workers.

The rate of VDA will be calculated every six months on the basis of the changes in CPI during the intervening period, the release added. The overtime rate shall be twice of the ordinary rates of wages which shall be payable for every work in excess of 8 (eight) hours in a day and 48 (forty-eight) hours in a week. Workers shall be allowed a day of rest in every week and wages are to be paid either through Cheque or through Bank Transfer only. The notification has come into effect from January 1, 2018, the release added.


Aircraft Fire Protection System

Leaking fuel, hydraulic, deicing, or lubricating fluids can be sources of fire in an aircraft. Minute pressure leaks of these fluids are particularly dangerous for they quickly produce an explosive atmospheric condition. Fire protection systems are installed on aircraft to detect and protect against an outbreak of fire. These systems monitor the conditions which could lead to a fire and are comprised of smoke detectors, heat sensors near engines or hydraulic systems and visible audible warnings in the cockpit. The types of detectors most commonly used for fast detection of fires are the rate-of-rise, optical sensor, pneumatic loop, and electric resistance systems. A fire detection system should signal the presence of a fire. Units of the system are installed in locations where there are greater possibilities of a fire. Three detector system types in common use are the thermal switch, thermocouple, and the continuous loop.

Airplanes that have large number of passenger capacity must are equipped with a smoke detector system that monitors the lavatories for smoke. Smoke indications provide a warning light in the cockpit or provide a warning light or audible warning at the lavatory and at flight attendant stations that would be readily detected by a flight attendant. A smoke detection system is used where the type of fire anticipated is expected to generate a substantial amount of smoke before temperature changes are sufficient to actuate a heat detection system.

Duties of Security Patrolling Officer

Each security officer is expected to spend a significant portion of each shift patrolling the campus, either on foot or in a security vehicle. The primary objective of patrolling is to create a visible security presence as well as to create awareness to the fact that security is active and alert in a particular area.
