The first ‘smart fence’ pilot project to plug vulnerable gaps along India’s borders has been rolled out in Assam on a riverine stretch with Bangladesh, the Border Security Force chief said. It is called the comprehensive integrated border management system (CIBMS). Border Security Force Director General KK Sharma said that the maiden testing of technical surveillance and alarm gadgetry was recently operationalised on the 55-km-long stretch in Dhubri, across the Brahmaputra.
The BSF chief said more than “2,000 kilometre of the border” along Pakistan and Bangladesh will be brought under the ambit of the ‘smart fence project’ – that uses infra-red cameras and radars – out of the total of a little over 6,300 km of the two borders it is tasked to guard. The Director General said a similar project will be launched this month along the India-Pakistan International Border, in two stretches of 5 km each, in Jammu. The technology being tested in the Dhubri region is a mix of surveillance and warning systems

Automatic Boom Barrier

RBI Guidelines to Bank on Cash Management

The Reserve Bank of India has sent a notification to all Public Sector Banks / Private Sector Banks / Foreign Banks / Regional Rural Banks / Primary (Urban) Co-operative Banks / State Co-operative Banks / District Central Co-operative Banks, detailing the standards required for Cash Management activities of the banks when engaging the Service Provider and its sub-contractor. The letter dated April 6, also specified that banks had to hire only companies which have a minimum fleet size of 300 specifically fabricated cash vans, either owned or leased. The notification said that each cash van should be a specially designed and fabricated Light Commercial Vehicle (LCV) having separate passenger and cash compartments, with a CCTV covering both compartments. The notification says that no cash van can move without armed guards with valid gun licenses and with weapons in a functional condition along.  
The notification also instructs strict background checks of the employees including police verification of at least the last two addresses. Such verification should be updated periodically and shared on a common database at industry level. ATMs would be replenished only during day time and there would be no movement of cash vans after that. RBI also says that each cash van should be GPS enabled and monitored live with geo-fencing mapping with the additional indication of the nearest police station in the corridor for emergency.


Airports Security Audit

Only six of the 59 airports guarded by the Central Industrial Security Force (CISF) are equipped to defuse and dispose of explosives, an audit by the paramilitary agency has found, raising concerns about aviation security and passenger safety. Bomb detection and disposal squads are operational at the airports in Delhi, Mumbai, Chennai, Kolkata, Cochin and Hyderabad, found the audit, conducted in January and February. Of these, only the Kolkata and Chennai airports are run by the Airports Authority of India (AAI); the remaining are private airports.
Airports require 28 pieces of equipment including explosive vapour detectors, bomb disposal suits, and remote-operated vehicles for making explosive detection and disposal squads operational, according to rules specified by the Bureau for Civil Aviation Security (BCAS). All required pieces of equipment are available only at the six airports named above. “Even if one equipment is not available, the squad cannot be made functional. We have written to the AAI, BCAS and civil aviation ministry, asking them to provide this crucial equipment at the earliest,” said a CISF officer, requesting anonymity.
CISF, which was created in 1969, provides security to airports, seaports, power plants and sensitive government buildings, among others. The 59 airports it guards are among India’s 98 operational airports. “The report is self-explanatory and there is no doubt that BDDS is essential for airport security,” Arvind Ranjan, a former director general of the CISF, said. Among the airports operated by private companies jointly with the AAI, Bengaluru is the only one where a bomb detection and disposal squad is not operational. According to the CISF audit report, the Bengaluru airport has procured only 24 of the 28 required pieces of equipment specified by the BCAS.

Indian Railways installing bomb detectors at major Mumbai stations

In order to enhance security system across railway stations, Central Railways is all set to put bomb detectors, known as Under Vehicle Scanning System (UVSS) at the entrance of the Chhatrapati Shivaji Maharaj Terminus (CSMT) station in Mumbai. This is part of the integrated security system planned in railway stations across India.The bomb detector will be installed on the GPO-end of the railway station. The move has been planned under the integrated security system of railways stations across the nation.

This bomb detector will scrutinize the vehicles, which will be monitored by RPF personnel, sitting inside a booth nearby. The vehicles will be thoroughly examined by the new system. Pictures of the driver along with vehicle number will be captured in the camera and the scanner will scan the underframe of the vehicle. As many as 202 railway stations across Indian Railways network have been identified as sensitive for the implementation of an Integrated Security System. These railway stations are likely to have CCTV cameras, personnel as well as baggage screening system and bomb detection system.
