Private Security Agencies Demands ‘Reverse Charge Mechanism’ For GST

Owners and employees of Private Security Industry staged a silent protest at India Gate on 18th July, 2018 and demanded streamlining of GST rules for the industry which is forcing closure of private security agencies due to financial burden. They demanded immediate implementation of ‘Reverse Charge Mechanism’ for GST payment so that payment of GST is done directly by service receiver (Principal Employer) to the government and those running private security agencies should not be burdened by it.

“The major issue, which is forcing owners to close down their companies, is the methodology of depositing GST. The GST has to be deposited by the Security Agencies on 20th of the Month in which the Bill has been raised. However, the payment of these Bills is received by these Agencies only after 60-90 Days or more. Thus, the Cash Flows of this low-margin Industry gets impacted seriously due to 2-3 months delay in getting payments. We have to carry this huge back-breaking burden,” said CAPSI Chairman. Gathered under the banner of Central Association of Private Security Industry (CAPSI), owners and employees of Private Security Industry staged silent protest in support of their demands. Similar protests were also organized in all state capitals across the country by CAPSI members.

India's electronics security and surveillance market has grown considerably over the past few years due to rising security concerns and sustained growth of infrastructure in the country. Areas to Consider When Placing Your Security Checkpoints

Establishing the checkpoints in the optimal locations plays a key role in efficient guard tour management. There are several key locations you’ll want to mark with checkpoints to ensure your guards properly check those areas. Some of the most common areas are mentioned below, regardless of the industry that can cause problems and raise concerns on a property.

  7.  He will maintain the latecomers register - name of #employee/employee id and       Time in. 
  8.  He has to check all the names written in the register is correct will check all the Id   cards related to #courier and vendors. If id card is not available, then Security Guard   will send the patrolling guard to the place along with that person after getting   confirmation.

Response/Role of Security Guard in case of Fire Outbreak

Fire detection and fire prevention is a main part security guard’s duties and responsibilities. They need to watch for common things that are likely to generate a fire. While patrolling or maintaining the post, a security guard has to keep a watch on potential fire hazards. Unusual sparks, storing combustible or flammable items and fire from electrical equipment etc. should be taken into account.

When there is smoke, fire alarm indications or any other sign of fire, the security guard has to confirm the event of fire. Once the security guard has visually confirmed a fire outbreak, he will have to activate the alarm if it is not ringing already. He will then have to call the fire department. This is not enough; a security guard should make calls to the supervisor to inform about the situation. A security guard has to follow the employer’s emergency procedures. L-G Panel Recommendation- “ Public CCTV will control by Police not by Delhi Govt”

The installation of CCTV cameras in Delhi proves a major step to improve the security and safety of the citizens. As per data collated from multiple authorities, Delhi already has at least 2.5 lakh CCTVs in public spaces. Recently, a committee formed by L-G recommended that the Delhi Police will be the custodian of the CCTV cameras installed in public areas in the national capital. Panel also recommended that the “appropriate authority” on installation, operation and monitoring of CCTVs in Capital will be the Deputy Commissioner of Police (Licensing), while warning that any violation will invite “punitive action”.

The panel was tasked with framing SOPs and regulatory framework related to installation, operation, monitoring and other issues concerning CCTVs in public places. The “purpose, number of devices, location of the CCTV’s and such other important details, including the manner of usage, handling and storage of data or information through the system” will have to be disclosed to the police in a detailed form, which is also part of the rules. This is required to strike a balance between security and right to privacy, right to life and property through regulation of CCTVs.

Gurgaon cops to rope in pvt security guards to tackle crime

To keep a tab on petty crimes – snatching, theft, carjacking – Gurugram police has came up with a plan to utilise the resources of private security agencies. The department informed the security agencies about an intelligence information number – which will be monitored from the police commissioner’s office- on which the security guards, employed at different parts of the city, would be able to inform cops if they find anything suspicious or come across any crime incident in their area. To make this move a success, the police department has already collected the mobile numbers of the security guards from their respective agencies and has asked the agencies to circulate the intelligence information number among the guards.

Mr. Rao said a team will be formed to monitor the messages and calls received on the intelligence information number. The team will share the details with the concerned police station and the nearest Quick Reaction Team (QRT). Police is also going to share the number with RWAs so they can also provide information and updates to police.
